Certificate Transparency Legacy Ca Allowlist

If a certificate chain contains certificates issued by a legacy Certificate Authority (CA) with a specified subjectPublicKeyInfo hash, certificate transparency requirements are not enforced on certificates. Legacy CAs are trusted by some operating systems that run Chromium browser, but not FydeOS or Android. Chromium browser can use certificates that were issued to an organization but were not publicly disclosed.
